Horror Movie special effects - How do they do it?

I'm a fan of horror films. Ones from the mid-90's onwards seem to have a jerky, fast-forward/cutting special effect - like House on Haunted Hill's ghosts, as they gibber and scream, or Thirteen Ghosts. Anyone know what this effect's called, and how it's constructed?
